Human Resources Strategy

From December 14 to December 18, 2025, Afaaq Libya for Training and Consultancy delivered the “Human Resources Strategy” program for HR officials at the Ministry of Health. The five-day program included 10 participants from various health institutions and aimed to strengthen strategic HR planning and institutional workforce management.

Out of 20 planned training hours, 18.40 hours were delivered, achieving a 92% attendance rate. Most participants demonstrated strong commitment, and higher attendance was clearly linked to stronger performance outcomes.

Final exam results were notably positive, with all participants scoring above 80% and several achieving 95%. These results reflect a solid understanding of both the strategic and practical aspects of the program. Participants with full attendance recorded the highest scores, highlighting the importance of engagement throughout the training.

Course evaluations showed high satisfaction levels. Objectives were clear, content was relevant to professional responsibilities, and practical activities supported effective knowledge transfer. The trainer’s performance was rated highly, particularly in simplifying concepts, encouraging discussion, and maintaining effective time management. The training environment was also positively evaluated, with only minor suggestions for improvement.

All participants confirmed they acquired new skills. Sixty percent stated that the course fully met their needs, while 40% indicated it met their needs to some extent. Additionally, 70% would recommend the program to colleagues, reflecting overall confidence in its value.

Based on the evaluation findings, the following strategic actions are recommended to strengthen institutional impact:

First, complement the theoretical component with structured workplace implementation. Participants should develop and apply customized HR strategies tailored to their health centers to ensure practical and sustainable application.

Second, invest in high-performing participants and empower them to support and strengthen HR departments across health facilities, contributing to improved administrative standards and human capital management.

Third, provide continuous advisory and technical support to HR departments in strategic planning, implementation, and coordination between the Ministry and affiliated health centers to ensure alignment and unified governance.
